The functions and duties of FTU- HCMC Branch are stipulated in the Regulations on Organization and Operation of FTU- HCMC Branch (promulgated together with Decision No. 5622/QĐ-ĐHNT dated December 31, 2025, of the President of Foreign Trade University).
The Branch was established according to Decision No. 408/QĐ-BGDĐT dated February 23, 2026, of the Ministry of Education and Training on the establishment of Foreign Trade University – Ho Chi Minh City Branch. The Branch is a unit of the Foreign Trade University, subject to the management and operation of the University and the territorial administrative management of the People’s Committee of Ho Chi Minh City according to the Government’s decentralization. The Branch does not have legal personality, but has its own seal and bank account.
1. The Branch has the function of advising and assisting the President in developing plans, managing, and organizing the implementation of tasks related to: organization, personnel, administration, general affairs, training, student management, political and ideological work, financial and asset management, implementation of scientific and technological activities, international cooperation, examinations, quality assurance, communication and external relations, information, library, and community activities at the Branch
2. The Branch’ tasks:
Implementing organizational and personnel work, internal political security, administration, planning, finance, undergraduate and postgraduate training, international training, political and student affairs, emulation and reward work, examinations, quality assurance, science and technology, international cooperation, management, equipment, communication, external relations, information, library, fire prevention and fighting, flood and storm prevention, rescue and relief, militia, health, school hygiene, disease prevention and control, public reception, former lecturers and alumni affairs; promoting democracy at the grassroots level, community activities and other tasks as required by the President.
Advising the President on various areas of work; advising and planning short-term, medium-term and long-term development plans for the President on various areas of work. Developing a work plan for the academic year to be integrated into the overall annual plan of the entire university, implementing and reporting the results to the President after the plan is issued, ensuring the quality, progress, and volume of work according to the academic year’s tasks.
Issuing guidelines for implementing various work areas at the Branch in accordance with State and University regulations after soliciting feedback from staff, employees, and relevant units to ensure suitability to the specific conditions at the Branch and stability in implementation.
Preparing annual budget estimates and submitting them to the President for approval; supplementing and adjusting the budget quarterly; managing budget revenue and expenditure, salaries, and other funding sources.
Managing financial revenue and expenditure, carrying out settlements, preparing annual financial settlement reports, carrying out tax declaration and settlement, and establishing, managing, and utilizing funds according to State and University regulations.
Implementing and organizing scientific research and technology transfer activities with businesses and localities.
Coordinating with other units of the University to ensure and improve the quality of work.
Proactively completing the conditions to ensure quality for the Branch according to current regulations.
Implementing the promotion of the image and reputation of Foreign Trade University in the southern provinces according to the University’s programs and plans approved by the President;
Maintaining working relationships with local authorities and functional agencies in Ho Chi Minh City as assigned; representing the University in the Council of Rectors of universities in Ho Chi Minh City.
Organizing and implementing Party and Union Association affairs at FTU-HCMC Branch.
Performing other tasks assigned by the President.
