1. History and Development
The Party Committee of the Foreign Trade University Ho Chi Minh City Branch originated from the Party Cell of Foreign Trade University Campus II in Ho Chi Minh City, which was directly affiliated with the Party Committee of Foreign Trade University.
In October 2011, pursuant to Decision No. 24-QĐ/ĐU dated 31 October 2011 issued by the University Party Committee, the Party Cell of Campus II was reorganized into two subordinate Party cells:
• The Faculty and Administrative Staff Party Cell, comprising 17 Party members; and
• The Student Party Cell, comprising 28 Party members.
In December 2017, the University Party Committee promulgated Decision No. 44-QĐ/ĐU dated 7 December 2017 establishing the Campus II Subordinate Party Committee, directly under the University Party Committee, consisting of four affiliated Party cells.
Following the issuance of Decision No. 408/QĐ-BGDĐT dated 23 February 2026 by the Ministry of Education and Training on the establishment of the Foreign Trade University Ho Chi Minh City Branch, based on the former Campus II of Foreign Trade University in Ho Chi Minh City, the University Party Committee issued Decision No. 08-QĐ/ĐU dated 13 March 2026, officially renaming the Campus II Subordinate Party Committee as the Party Committee of the Foreign Trade University Ho Chi Minh City Branch. This organizational restructuring was undertaken to ensure consistency in institutional nomenclature, improve organizational governance, and facilitate stable operations during the University’s new stage of development.
At present, the Party Committee comprises seven affiliated Party cells:
• Administrative Staff Party Cell No. 1;
• Administrative Staff Party Cell No. 2;
• Administrative Staff Party Cell No. 3;
• Administrative Staff Party Cell No. 4;
• Faculty Party Cell No. 1;
• Faculty Party Cell No. 2; and
• Ho Chi Minh City Branch Student Party Cell.
2. Functions and Responsibilities
The Party Committee of the Foreign Trade University Ho Chi Minh City Branch is a subordinate Party organization under the Party Committee of Foreign Trade University. It is responsible for providing political leadership, supervision, and inspection of its affiliated Party cells, enabling them to perform effectively as the political nucleus within their respective units.
The Party Committee leads Party members, university staff, and students in implementing the Political Platform and the Charter of the Communist Party of Viet Nam; adhering to the Party’s guidelines and policies, the laws of the State, and the resolutions and directives of higher-level Party organizations; thereby ensuring the successful fulfillment of the Branch’s political missions and institutional objectives. Simultaneously, it promotes the development of clean, strong, and exemplary Party organizations in close association with strengthening the University’s administrative system and mass organizations.
The principal responsibilities of the Party Committee include:
• Providing leadership in implementing the Branch’s political tasks and strategic objectives;
• Directing political and ideological education;
• Leading organizational development and personnel affairs;
• Directing inspection and supervision throughout the Party Committee;
• Strengthening Party organization and Party building; and
• Providing leadership to mass organizations operating within the Ho Chi Minh City Branch.
3. Organizational Structure
Pursuant to Decision No. 11-QĐ/ĐU dated 13 March 2026 on personnel affairs and Decision No. 12-QĐ/ĐU dated 13 March 2026 on adjustments to the composition of the Executive Committee, the appointment of additional members, and the designation of the Secretary of the Party Committee of the Foreign Trade University Ho Chi Minh City Branch, the Executive Committee comprises the following members:
• Mr. Dao Ngoc Tien – Secretary of the Branch Party Committee;
• Mr. Nguyen Xuan Minh – Deputy Secretary of the Branch Party Committee;
• Mr. Tran Quoc Trung – Member of the Executive Committee;
• Mr. Tran Quoc Dat – Member of the Executive Committee;
• Ms. Nguyen Thi Minh Ha – Member of the Executive Committee.
As of March 2026, the Party Committee has 152 Party members organized into seven affiliated Party cells, as follows:
Administrative Staff Party Cell No. 1
This Party cell includes the Branch Director, the Permanent Deputy Director, and Party members working in the Office of Testing and Quality Assurance, the Office of International Education, and the Office of Communications and External Relations.
Administrative Staff Party Cell No. 2
This Party cell includes one Deputy Director of the Branch and Party members working in the Office of Research Management and International Cooperation, the Office of Planning and Finance, and the Office of Academic Affairs.
Administrative Staff Party Cell No. 3
This Party cell includes one Deputy Director of the Branch together with Party members serving in the Office of Organization and Administration and the Office of Facilities and Asset Management.
Administrative Staff Party Cell No. 4
This Party cell comprises Party members working in the Office of Party and Mass Organization Affairs, the Office of Political and Student Affairs, and the Branch Library.
Faculty Party Cell No. 1
This Party cell consists of Party members who are lecturers in the Department of Basic Sciences and the Department of Foreign Languages.
Faculty Party Cell No. 2
This Party cell includes one Deputy Director of the Branch together with Party members who are lecturers in the Department of Economics and Law, the Department of International Business and Trade, and the Department of Business Administration and Accounting–Finance.
Ho Chi Minh City Branch Student Party Cell
This Party cell consists of three Party members serving in the Office of Party and Mass Organization Affairs and the Office of Political and Student Affairs, together with student Party members enrolled in academic programmes at the Branch.
The executive committees of the seven affiliated Party cells operate under the leadership and supervision of the Party Committee of the Foreign Trade University Ho Chi Minh City Branch in accordance with the Charter of the Communist Party of Viet Nam and relevant regulations governing Party organizations within higher education institutions.
